During our daily sync calls, Chief Martinez reminds us that Covid-19 will be with us for the time being, and that we need to figure out how we will continue essential services/our work under these very challenging, very real, very scary circumstances. As leaders, we have the challenge of managing our own personal circumstances as well as the needs of our school communities - staff, students, families. There are no cut/dried rules to follow, and even when we think we have a handle on things, the rules change.... This is incredibly challenging - and this is our reality. There is no right/wrong. There is only: Today I will do the best I can, and tomorrow I will do better based on what I learned yesterday. This means you need to focus on what you can control for short periods of time, while also keeping your sights on the needs of your community. I strongly suggest you empower your ILT/staff to solve problems as they arise - there is NO WAY any one of us can do this work alone - and if we are, we will get it wrong and only have ourselves to blame. 

As you make decisions, the answer to the following two questions has to be yes
  • Does it meet health/safety guidelines?
  • Are students receiving the best possible experience in-person or remotely?
The plans we make are mental models to help us ensure smooth operations - however, in our current reality, our plans can change in a moment's notice due to being in a pandemic - so, let's continue to offer each other patience, flexibility, and grace.

Office of the Superintendent

The Boston Water and Sewer Commission has various environmental awareness projects that may support your classroom lessons. These school activities range from school presentations, stormwater games and building the stormwater system. The presentation and other programs are to educate school children on ways we can help to reduce environmental water pollution indoor and outdoor. The presentation focuses on where our drinking water comes from, history of our water, where water goes once it’s down the drain, what is stormwater and how it gets polluted and where it goes. School presentations are designed for classroom setting for grades K-12. Schools are not charged for this service.

The classroom presentations/zoom presentation engage students in understanding how simple changes can help the environment. The resources we offer are fun ways to bring school and community groups together to learn how they can help fight pollution in their neighborhood. The Office of Data and Accountability has created a data guide for school leaders, which includes how to access critical data points such as daily attendance and online learning usage at the student and school levels. Transformation Instructional Coaches Update

The team supporting Transformation Coaches, comprised of members of the Divisions of Accountability and Academics, have collaborated to develop a series of CPT agendas for a Data-Driven Inquiry Cycle. These agendas have been introduced to Transformation Coaches and are intended to serve as resources for them as they collaborate with leaders and other district staff to ensure standards-aligned, data-driven and culturally responsive instruction in schools.

The agendas are purposefully sequenced and are built with three priorities in mind:
  • Teachers and students must be critical consumers of curriculum;
  • Teachers must work together to provide access and support for all students to reach high standards;
  • Teachers must work together to consistently analyze student work, understand student strengths, identify unfinished teaching and learning, and make a plan to respond.
  • While the agendas were created with Transformation Schools in mind, all schools are encouraged to use them to develop strong data-driven inquiry practices.

Panorama Student Support Notes

We appreciate the staff who have completed and continue to log Tech & Wellness Checks, one specific type of support notes. By Wednesday, September 30th, we aim to have BPS School-based staff successfully engage in and log as many “Tech & Wellness Checks” in the Support Notes of the Panorama Student Success Platform. Please see this table that clarifies questions about use of platforms:

  • Moving forward, Panorama’s support notes feature replaces the Aspen journal. For notes normally logged in the journal, staff should now log those via Support Notes. This centralizes student support information in the Student Success platform.

  • Panorama will not display historical journal entries; the system will only display new support notes that staff directly enter into it.

Transformation Schools – Universal Expectations
The Universal Expectations for our transformation work for SY20-21 have been updated. The universal expectations and corresponding core actions are meant to highlight BPS priority practices that we will track and support toward our goal of achieving growth aligned to our state-required transformation outcomes.

The role of the Office of School Transformation is to coordinate support and accountability for implementation. The document summarizes the key expectations and core actions for effective practice.
  • Please note, the core actions do not represent an exhaustive list of all possible effective practices.
  • It is important to consider how new efforts can be integrated with any existing strong efforts in the school and to limit the total number of new practices to only those your team can effectively complete in the time frame allotted.
  • Most schools will only deeply implement one to three practices in a given year, based on their action plan and needs.
Program managers will schedule a meeting with school leaders and school superintendents between now and Oct 7th to support you with a [Light Lift] plan review and alignment to TAG funding for submission on Oct 15th.

Attendance

Temporary Protocol for Attendance During SY20-21: This document outlines the student attendance protocol that will temporarily stand in place of the attendance circular during the COVID-19 district reopening.
  • All staff should watch this training video to become familiar with the attendance procedures for SY20-21.
  • School Supervisor of Attendance (SOA) Assignments: Found here is the listing of which SOA will be supporting each school.
  • School Truancy Prevention Plan: Schools should submit their Truancy Prevention Plan annually, which outlines the prevention and intervention steps they will follow to support students who miss instructional time. The SY20-21 form prompts schools to consider strategies they will use to support students in a remote and hybrid learning model. Please submit this form by October 16.
  • I'm In: Virtual BPS Attendance Symposium: Please join us on October 27 as we explore best practices, frameworks and insights to better support student and family learning participation during these challenging times. A primary focus of the virtual Symposium will be the introduction of the new Tiered Attendance System (TAS), which is designed to help schools identify gaps in their attendance best practices, and then provide specific tools and resources to close those gaps. Homeless Education Resource Network (HERN)
  • Homeless Investment Plan: As a requirement of the homeless investment funds allocated to school budgets annually, schools must submit their homeless support project plan describing their planned use of funds. Please submit this form by October 31.
  • Housing Vouchers for Families: In partnership with the Boston Housing Authority (BHA), BPS families experiencing homelessness, as defined by McKinney-Vento, are eligible to apply for a Section 8 housing voucher. Please contact Kedan Harris (kharris@bostonpublicschools.org) for information about referrals.
  • Reopening Best Practices for Students Experiencing Homelessness: Follow this guide to ensure equitable access for our precariously housed students.

First-Year Provisional Teacher and Newly Hired Paraprofessional Probationary Period Terminations
In order to seek the dismissal of a first-year provisional teacher (within 90 day workday period) or newly hired paraprofessional (within the 60 day school day period), the Office of Labor Relations (OLR) requires that the principal or heads of school provide an OLR attorney with a memorandum outlining the reasons for seeking dismissal. This memorandum should be sent to OLR@bostonpublicschools.org. Upon review, if appropriate, OLR will forward a recommendation for dismissal to the Superintendent. If the Superintendent approves the dismissal, the principal or heads of school will be provided with a dismissal letter to be given to the teacher or paraprofessional.

Please be advised that the Superintendent must approve the dismissal of any teacher. Teachers are not to be dismissed or told to leave their assignment prior to your receipt of a dismissal letter from OLR. Principals and heads of school can contact OLR for guidance on this process. You can reach OLR at OLR@bostonpublicschools.org.

Reminder for new employees: Health Benefits!
Most new staff members started in late August or early September, so the window to enroll in health benefits is closing soon.

As a new hire, you must enroll or waive coverage within the first 30 days of hire (for most new staff this was between 8/28 - 9/8). If you do not complete your enrollment within 30 days of your hire, you must wait until the next Annual Enrollment period to enroll. The only time you can make change is if you experience a Qualifying Event (loss of coverage, birth, marriage, etc.) If you wish to enroll in health insurance, you must also enroll in basic life insurance. Your coverage will be effective the first of the month following your hire date. For example, if you were hired on June 20th, your coverage would be effective July 1st.

Candidates on Waivers & DESE Emergency Licenses

If you have a teacher who is teaching on a waiver or obtained an emergency license through DESE this year, it is helpful to remind them early and often, that BPS' Initial Position Reviews happen in January, and that teachers who have not completed the necessary steps to receive their license may not be eligible to retain their position. Teachers are urged to contact mtelprepsupport@bostonpublicschools.org to ask further questions about a variety of MTEL study supports that BPS staff can take advantage of.

OHC Performance Management Updates
School-based and Central Office-based evaluators should plan to conduct performance evaluations as they normally would. There have been no changes to deadlines for any employee group. Please reach out to your PMT liaison if you have any specific questions. An announcement will be forthcoming in early October regarding Central Office Managerial evaluations. Resuming Educator Directed Growth Plans and Improvement Plans: The Office of Human Capital recommends extending end dates for these two types of plans by 4-6 weeks (retroactive to September 8th) to provide a grace period before restarting these plans. Please reach out to your PMT liaison (or Jerome Doherty for Central Office) if you have any specific questions.
The Educator Supports Program (Formerly PAR and Peer Assistance) is seeking a principal/head of school Panel member for the 2020-2021 school year! Please see this information sheet for more details! Deadline to submit an application/nomination is 5pm October 9th. This position carries a stipend.

The first day of school is finally upon us, but it will look and feel different from any other... on Monday, we will miss the excitement of buses arriving and meeting students as they disembark... children (or guardians) experiencing separation anxiety... entering the newly set up classroom and seeing old friends... the surprise of how much children have grown over the summer.... This year, we need to recreate that excitement for our students and make the very best of teaching and learning remotely. We want our students to look forward to signing into zoom each morning. As you can see in the video above, we can make it a great start!

Becoming an anti-racist institution is hard work and the slide below from the Office of Opportunity Gaps describes why.


Differentiated Scheduling Demands:
Some/many of our schools have created a schedule that has been collaboratively designed with meeting the needs of students as the number one priority. However, if a staff member is using the MOU to demand differentiated scheduling leaders can respond using the exact language from the MOU (Section II. B. 3). Creative scheduling is NOT something staff members can demand; they must be in a prioritized group as quoted below.

BPS agrees to continue to discuss the issue of differentiated work options and creative schedules... If the Task Forces are able to propose a cost effective and logistically operational plan for such prior to November 1, 2020, BPS will in good faith consider inclusion of these recommendations in an altered learning model plan, to be implemented no earlier than November 16, 2020.... [additionally, these proposed creative measures] will prioritize the assignment of fully remote teaching as available to members in the following groups, in order of priority
 
(i) Educators in a high risk group as defined by the CDC and would be eligible for leave under Families First Coronavirus Relief Act (FFCRA) or Coronavirus Aid, Relief, and Economic Security (CARES) Act.
(ii) Educators with a household member that is at high risk as defined by the CDC and as a result the household member would have qualified for leave under FFCRA.
(iii) Educators with a verifiable child care issue due to COVID-19 related closures, per the FFCRA.

Identifying Students for Four Days/Week
Message from PandA on procedures to follow to identify space capacity for high priority students to attend school four days per week - due September 23, 2020. You have been given three different options to complete this task. Our PandA liaison is Daniela Reyes for all schools (except Carter and Quincy who have Karen Book.)

Update on School Leader PLCs 
As many of you are aware, the benefits of a Professional Learning Community are in abundance: a collaborative environment, increased trust among colleagues and a willingness to share new ideas and resources—all in support of deeper learning. Based on the feedback received from last year, the PLCs were seen overwhelmingly as a space to learn from, grow with and support one another.

We understand the urgent and consistent request/need to maintain focus on school reopening. If you have not already shared your preferences, please do so here. We are excited to re-engage in this professional learning and ground ourselves in the work we started in ALI. We will send out a PLC Choice Form on September 24th in our next Thursday Memo. We will also share a description of PLCs, a one-pager outlining the role and support that will be provided to all PLC facilitators and an application to lead a PLC.

Division of Accountability 

The “Why” Behind the BPS Comprehensive Assessment System
In Boston Public Schools, we are building a comprehensive and balanced assessment system. This system has the fewest assessments possible, each with a clearly defined and understood purpose, that will allow educators to make informed, culturally-responsive instructional decisions. There is an acknowledged tension that educators are experiencing with the need to break down systems of oppression and the fact that assessments can be tools of those systems. We need to both upend systems of oppression and at the same time ensure students receive the skills, knowledge and understandings that will allow them to become who they want to be.

Therefore, we seek to balance standardized formative assessments, like the BPS interims, with adaptive assessments, like the MAP assessments, and classroom assessments, like authentic assessment, lesson-embedded assessment and performance tasks. Student performance on these different types of assessment allows for insight into who the student is as a learner. Given the varied academic experiences students have had during school closure, it's important now more than ever that we have a clear picture of what each student knows and is able to do. The Department of Leadership Development is excited to offer 10 professional development sessions for Administrative Team Members (Assistant Principals, Directors, and similar roles). Start of School Assignment and Did Not Report (DNR) Process
The attached memo contains guidance on accepting new students onto your school's roster as well as important information about the Did Not Report (DNR) process run at the start of every school year.

The DNR process is tied to the student's attendance. Any students that have not enrolled in BPS within the first eight days of school will be withdrawn from the district. With the first day of school on Monday, September 21, the date for the DNR process will be the following Wednesday, September 30. Unfortunately, we are unable to extend the DNR timeline this year as the enrollment snapshot for reporting students to the state still needs to be taken on October 1. As a result, it is very important that schools conduct outreach to all families to ensure they report for school before October 1.

There may be situations where a student is unable to enroll in BPS during the first 8 days of school, even while school is being conducted in a remote setting. In these instances, schools can apply for a DNR exception for that student. BUILD’s Citywide COVID-19 Virtual Design Challenge, Grades 8-12

BUILD is providing a free immersive online experience for students, complete with a facilitators guide and trainings for school districts, nonprofit organizations, and teachers who are seeking engaging, culturally responsive, project-based digital content that inspires entrepreneurial innovation particularly among Black and Latinx youth. The Challenge, which can be completed via a smartphone, aims to empower youth to build a more just and equitable world. BAIS Financials Training
The Business Services Office will be providing virtual training sessions for BPS staff members in need of BAIS Financials access. These training sessions are required by the City of Boston in order to approve access to the Financials system.

The training will be split into two required sessions:
Part 1: Tuesday, Sep. 29, 2020, 10:30am - 12:30pm
Part 2: Friday, Oct. 2, 2020, 10:30am - 12:30pm

Employee Attendance
Monitoring employee attendance is critical for minimizing disruptions to student learning. Did you know? When teachers are absent for 10 days, the decrease in student achievement is the same difference between having a brand new teacher and one with two to three years of experience! Potential attendance patterns requiring further investigation:
  • Absences closely following a layoff notification, contract non-renewal, or poor performance evaluation
  • Four or more sick leave absences before or after a weekend, holiday, or vacation
  • Scattered sick leave absences exceeding or projected to exceed 15 days
  • Tardiness of two or more days within a 1-2 week period
Please direct long-term leave of absence requests to OHC Leaves; schools may not clear or approve long-term leave or remote work accommodation for an employee. If an employee is no-call, no-show or is absent for 5+ days without an approved leave, please mark them as “no pay” and submit an AWOL form. Refer to these OHC circulars for additional information:

DESE Change: Increase in the time allowed to be teaching “out of field.”
Last week DESE released new guidance related to the amount of time teachers are allowed to teach outside of their licensure. OHC encourages school leaders to work with staff to find mutually agreed upon assignments that leverage licensure and teaching strengths to best meet student needs! From DESE: "Under an emergency regulation, licensed educators can teach up to 50 percent of their time outside of their license area (up from 20 percent), except in a role requiring a Special Education, School Nurse, or English as a Second Language license."

Excess Only Hiring
Positions that were subject to excess only hiring (Elementary, ESL, Moderate, History/Social Studies, and Spanish) are all now eligible for open hiring. External candidates can be considered and hired. Please remember, however, to prioritize strong excessed (SPC) teachers. Additionally, teachers who have already secured positions for SY20-21 are not eligible for lateral transfers.

Facilities
Please ensure a meeting has been set up with your senior custodian and/or your area manager to review your cleaning schedule and expectations and how they may be impacted by your meal service plan. If you have questions about who your area manager is, please reach out to John McIntosh.

Custodians will be positing cleaning logs in each restroom for daily review.

Every school leader will receive two boxes of disposable masks which are a total of 100 disposable masks from Facilities Management this week. As a reminder, these are to be used as replacements for damaged or broken masks, not daily use. Reusable masks are on track to be delivered to Campbell September 24th. A distribution plan is being created.

Operations is working with the Offices of Special Education and Health Services on their distribution plan. We will share once it is finalized.

Food Services
69 schools have confirmed their meal plan. Please confirm your meal plan with your site coordinator. Please reach out to Laura Benavidez or Deb Ventricelli with any questions.

Athletics
At this time, athletic opportunities and/or physical activity being led by partner organizations in the community cannot take place during school hours or on school property. If you have any questions please reach out to Avery Esdaile.

Safety Services
This is a friendly reminder that your safety plans were due for submission by August 26, 2020. Your plans are in a google doc that you should have. If you need your plans shared with you please reach out to Rick Deraney, Director of Safety Services, at rderaney@bostonpublicschools.org or 617-212-2397. Please submit your plans to allow for proper review and support by Director Deraney. All plans were to be reviewed by Safety Services prior to the DESE district submission deadline of September 1, 2020.

When you are completing your plan, please DO NOT COPY AND MAKE THE CHANGES. Make all changes in the original document so Rick can see changes in the file. Please make sure you update section 4 student enrollment. After all your updates are complete, please change the school year in the title section from SY19/20 to SY20/21.

Words from Grace

Each time I hear Bettina Love speak, I get more fired up! Now that all staff have heard of her description of what it means to be an anti-racist educator and organization, the door is open to dive into CLSP and see action in our classrooms and schools, not just through words, posters, and celebrations. I had the pleasure of visiting the Timilty and Tynan yesterday as they dove into the the CLSP continuum with their staffs, and I know that Lee Academy is also doing deep work in talking about race and changing mindsets. Now, after hearing Dr. Love, we can move more quickly along the CLSP continuum and explore the CRIOP tool as well. (See links on the right side of this blog).


I know you all have been working 24/7 and in general professional development is always a big lift, never mind planning for NINE days of it! These days will help you set the tone for the year and engage with staff to problem solve on the thorny problems such as scheduling and reaching out to families for a great start to the year! Also, information is raining down fast and furiously - if you're unsure check this blog or just call!


MOU: Thanks for jumping in on the 9 pm call last night. We wanted to provide you the information from us even though many of you already heard from staff. Here are the talking points that Corey shared this morning. I look forward to seeing you at 3:00 pm today if you can make it.

In order to provide feedback on the sessions and obtain PDPs, each staff member must complete this exit ticket for each session. I recommend going through the sessions in groups for processing, implementation, and accountability.

WIDA Training: Because we may have students in classrooms spanning three levels (3, 4, 5 or 1, 2, 3), the DOJ is requiring 15 hours of PD for the staff who will need additional strategies to address students' English language development. WIDA training is required for staff in this situation only; not all of your staff will need this PD. Try to front load the training during these two weeks and provide time to be completed by the end of November. The district will not pay stipends for teachers to complete this training outside of contractual hours.

Not So Distant Learning Course: was created by Jess Madden-Fuoco in collaboration with 48 BPS staff. The course is designed to guide teachers step-by-step through planning for remote and hybrid instruction that is grounded in antiracist pedagogy with examples for K-12 for all subject areas and for all student populations. The course is free for all BPS teachers and leaders and staff.

For BPS teachers and leaders to get access to the Not So Distant Learning course for free, you should complete the following steps described below and in this 1-minute screen recording:
  • Visit this link.
  • Scroll down to the section called "Join our course today" and click on "enroll now."
  • On the sales page, click "Add coupon code" on the top left under the heart.
  • In the coupon code box, type BPS2020 and click apply.
  • Then, scroll to the bottom and click "Enroll - Free." People should enroll using their BPS email.
If you haven't used Teachable before, it might ask you to create an account and create a profile in Gravatar. 

You are welcome to share the course with friends outside of BPS. It is priced at $49 to make it affordable to teachers everywhere, and 60% of the money raised will go to support restorative justice professional learning in BPS, the Louis D. Brown Peace Institute, and Monica Cannon Grant's work on Violence in Boston.

Committee Recruitment for Innovative Science Assessment


DESE is seeking educators to serve as members of the Innovative Science Assessment Committee (ISAC) and the Bias and Sensitivity Committee (BSC) as part of the development of a new, innovative assessment pilot for Grades 5 and 8 Science and Technology/Engineering. Application instructions can be found here. Applications are due on Friday, Sept. 18, 2020 by 5pm. 


This is an exciting opportunity to have a voice in the creation of a new model for statewide assessment. To prepare for a first pilot in May 2021, DESE will develop a new approach to science assessment in Grades 5 and 8 intended to measure students’ deeper learning and promote equitable practices.

Scheduling Support

We continue to host ongoing strategic scheduling working sessions for school leaders and schedulers to envision strong remote and hybrid schedules. These sessions will run almost daily through at least September 18. School leaders and schedulers can attend as many sessions as they find helpful. These will evolve over time as more information becomes available, but will always focus on collaborative work time where school leaders can share ideas and problem solve together. Note: these sessions are distinct from Aspen scheduling sessions, and can help with strategic decisions that need to be made before inputting a schedule into Aspen, or how to best strategize use of time within a content period.  -Patti Tao

Pilot School Leaders


A BTU grievance regarding excessing was recently denied. The arbitrator ruled that in a pilot school excessing is measured by a different standard than excessing in other schools and that the standard covered in the Autonomous Schools Manual is upheld. Please note, excessing should not be used to circumvent the evaluation process, but this decision enforces the excessing standard in the manual, preserving pilot school excessing autonomy.

Substitute Start Dates 


In a typical year, substitutes are not paid for days that students are not in the building. This means, if you would like them to attend Professional Development, you must submit paper PS08/09 stipends for this work. The report date for substitutes is currently a topic of negotiations, but the earliest they will be able to be paid is September 10th (the original first day of school). 

 

Supporting New Employees

 

  1. Please remember to wait until you have received a clearance email from your staffing coordinator to ensure that a new employee has passed his/her background check and has complete OHC clearance to begin work. You can also have your secretary run a timekeeper query to view which of your staff are active in our system. If you have a new staff member who is not active, please reach out to your staffing team to inquire about their status.

 

  1. OHC is working to activate all new employees in the City of Boston before their effective dates so that they have an active email address on the first day of work, however, there are a variety of reasons why there may be a delay. If your new employee does not have an email, and they don’t want to use their personal email address temporarily, you can problem solve by pairing them up with a buddy to access SIS programs and google drives, or set them up with a temporary work gmail address.

 

  1. If your new employees reach out with questions about enrolling in Health Benefits you can share the following resources:


To Enroll: Please visit the City of Boston benefits site to view the plan comparison and download enrollment forms

  • Your employee ID number must be active before you enroll

  • You must provide proof of eligibility such as a certified marriage or birth certificate if enrolling a spouse or any dependents

Deadline: You have 30 days from your effective date to enroll in health benefits. If you fail to enroll, you must wait until open enrollment to enroll, typically in the spring. -Julia Garcia
